Article 2: Headquarters
The head office of ACSIS is located at 409 Wooddale Ave New Castle, DE 19720
. But according to its needs and by decision of the Board of Directors, it can be moved.
ACSIS may have annexes and regional offices in other departments of the country and international representations.
Article 3: Duration

The fundamental aim of ACSIS is to act against poverty with a view to supporting and recomposing the power to act of people affected by the multiple dimensions of this phenomenon.
Article 5: Objectives
The duration of ACSIS is unlimited. CHAPTER II: GOAL – OBJECTIVES
ACSIS will intervene according to the specific needs relating to the precariousness of the intervention communities to meet the following specific objectives:
1) Contribute to the promotion of youth in all the following areas: emancipatory education, sport and leisure, social support, appreciation and development of the potential of young people.
2) Contribute to the promotion of better education for young Haitians
3) Contribute to respect for human rights and assist people vulnerable to the impact of socio- economic problems, victims of gender-based violence.
4) Contribute to the social integration (collective and individual) of the population and promote citizen participation in decisions involving national life and the interests of civil society on the decisions and actions of state authorities.
5) Take, encourage and support local initiatives aimed at community development.

Article 8: Areas of intervention
The precariousness of poor communities is overwhelming. They are specific and vary from place to place. Within the framework of its mission and its community interventions, ACSIS prioritizes its interventions in the following areas:
a) Youth: Intervention to the problem of youth in all its dimensions. ACSIS's mission is to provide guidance to young people in socio-professional training, sport and leisure, social support, appreciation and development of the potential of young people.
b) Childhood: Action for children in difficulty is specific. It aims to respect the convention on the rights of the child, in particular the emphasis will be on respect for the conventions on children's rights, access to education and food and leisure, psychological development activities. Children. Children in difficulty will benefit from advocacy with state authorities for the strict application of international conventions to their rights.
c) Human rights: In accordance with the international convention related to human rights, ACSIS will watch over the living conditions of poor populations and respect for human rights as stipulated in the Haitian Constitution of March 29, 1987 and the International Convention on Human Rights of December 10, 1948. These rights affect all areas of citizens' life in their country or outside it. In the absence of the authorities in the application of these rights ACSIS will take concrete actions to force the state authorities to act according to the conventions signed and ratified by the Haitian state. ACSIS should be through actions which will have to satisfy the citizens in the enjoyment of their rights.
d) People with disabilities: The problem of integrating people with disabilities is obvious. People with disabilities are prone to different types of discrimination related to their disability. To allow better social cohesion where all people play their part, the integration of people with disabilities is essential within the framework of fundamental human rights. To tackle the problem, ACSIS will act through advocacy and support actions for the integration and empowerment of people in this category.
e) Community development: Community development requires a set of activities which aim at the progress of man in community and of the latter. To achieve this, civic engagement is
essential and the intervention of state authorities is imperative. ACSIS's intervention for community development consists of a series of actions and achievements with lasting impacts. These actions and achievements are the construction of social infrastructure with lasting impacts such as social housing, road construction, electrification, construction of leisure areas, etc.
f) Food security: To better help poor populations in food insecurity which affects millions of people around the world and in Haiti, ACSIS also has the mission of working to promote access to food and drinking water in communities where famine and the lack of drinking water are on the rise and are damaging the lives of the populations concerned. In particular, ACSIS conceives the action for food security as a whole which includes the transformation of certain local agricultural products, the distribution of food products in situations of natural disasters and in communities threatened by direct effects (droughts, floods, famine) from climate change.
g) The environment and risk and disaster management: The planet is today threatened by the effects of climate change. A change that disturbs human activity and even threatens everyone's day after. To help resolve the phenomenon of climate change and natural disasters, ACSIS provides for significant and specific interventions to protect the environment and prepare communities to better cope with natural disasters.
h) Health: Access to health care is the challenge of millions of citizens living in remote areas of cities in Third World countries. In its community interventions, ACSIS acts in concert with local and international partners to provide access to health care in settings where this need is pressing and where the State does not intervene. These interventions consist of access to primary health care in the communities affected by the problem.

Article 45: Technical partnership
The technical partnership is an agreement between ACSIS and another organization and / or institution which defines the transfer of knowledge and skills on a theme with a view to upgrading the actors of an activity to be carried out or the strengthening of the 'one of the stakeholders. This type of partnership extends over a period of time that does not exceed twenty four (24) months but may be extended depending on the results of the knowledge assessments already transmitted.
Article 46: Financial partnership
The financial partnership is an agreement which binds ACSIS and another organization and / or a financial backer which grants a subsidy to ACSIS for the execution of an activity whose relevance is the motivation of the partner who agrees to finance the activity in question. The financial partnership will exist as long as the clauses of the protocol have been respected and the stakeholders have the satisfaction of the objectives set by the activity. However, ACSIS must terminate a financial partnership when the financial backer or the partner makes a sign of subordination to ACSIS and jeopardizes its autonomy and its institutional stability.
Financial partners can be banking financial partners, public financial partners, solidarity financial partners, foundations, patronage, sponsorship and international donors.
a) Financial banking partners: This is the financial support of a local and / or international bank for the execution of a specific income-generating project. This funding can be requested within the framework of the financial challenges encountered by the administration for the autonomy of the organization on the financial level and for the sustainability of the activities of its areas of intervention.
b) Public financial partners: Public financial partners bring together all the public institutions which grant a subsidy to ACSIS for the execution of a project which attracts the greatest interest in its realization. In any case, subsidies from public institutions should not give rise to political propaganda or the cult of personality in all its forms.
c) Solidarity financial partners: Solidarity financial partners bring together all the social institutions that grant a subsidy for activities of high social utility. These are the specialized associationsandcooperatives.Thesepartnersprioritizethevaluesofsocialsolidaritytobetter combat social injustice and poverty in all its aspects.
